Competence centre close to Basel
The development of the new
regional business zone in Delémont –ZARD– whose vocation is that of a technology park designed to accommodate high added value companies employing highly qualified staff, is the result of a new dynamic in terms of inter-communal cooperation developing within this conglomeration.

Location
ZARD, which extends over 150,000 m2 and is situated about 30 minutes from Basel, fits within a specific context for the Jura canton: it aims to improve the attractiveness and competitivity of this key location in the Jura region’s economy.
The project is an integral part of the 5th Programme for cantonal economic develop-ment: in particular, it must enable the Jura canton to establish a competence centre in areas linked to microtechnology and life sciences.
In addition, ZARD is one of the main business zones of cantonal importance se-lected in the cantonal Master Plan.
Project
Development of a purpose-built structure, taking the form of an incubator centre, with premises equipped for start-ups and small businesses active in areas connected with new technologies
Establishment, of hotels facilities, conference rooms, and services intended for the promotion of the economy and tourism, in connection with the East Delémont junction of the A16, and within the context of the future A16 service area
Availability of totally equipped plots with building rights, at very attractive rates
Setting up of an attractive tax system through the creation of a commune section – a necessary tool for fixing a quota independently of that of the home commune.

Building
The Department of Economy, Cooperation and Communes is currently studying the project with help from specialised consultants.
One of the key concepts of this building will be its versatility and modularity, in order to respond in the best possible way to the needs of investors and tenants.
Each module of the building will have about 800 m2 of surface area.
It is also planned to have a space dedicated to start-ups and/or spin-offs – especially those working in the field of medical engineering–to be managed by a new cantonal structure focusing on technology transfer and innovation support.

Incubator
At the Jura canton level, Delémont is one of the three sites chosen to play a supporting role in the diversification of the economic fabric of the Jura region, through the creation or expansion of new “high tech” activities.

Environment
ZARD aims to be different from traditional business parks by providing pleasant working conditions, offering an appropriate range of services (conference rooms, catering and hotel facilities, etc.) within a well-preserved natural environment, away from noise and pollution, whose infrastructures conform to the “Parc Naturel” label of the Fondation Nature & Economie.
The environment and quality of life offered by the town of Delémont (capital of the canton of Jura) and neighbouring communes, guarantee excellent living conditions, with particularly attractive financial terms.
The proximity of the tri-national conurbation of Basel, easily accessible by public transport (RER – regional rail network) or by car, is a particularly valuable asset, not only from the economic development perspective, but also at the commercial and cultural level.

Partners
The communes of Delémont, Courroux, Courrendlin and Vicques initiated the zone concept, which is part of the agglomeration project, and includes about ten sites comprising over 25,000 inhabitants.
Innodel SA, a semi-public company responsible for the management and promotion of the business park, aims to attract selectively chosen companies with a high-quality offer, in order to promote a strong, dynamic and original image, beyond the regional and cantonal borders.
The communes supporting the project therefore wish to anticipate the commissioning of the Transjurane-motorway (A16) and the improvement of the road and railway connections between Delémont and Basel, by making available land and premises, ideally situated at the East Delémont junction of the A16.
